Choosing between Bayan Lepas FIZ and Batu Kawan
Power capacity, incentives, labour supply and logistics compared for manufacturers weighing island against mainland.
Occupiers shortlisting Penang almost always end up comparing two addresses: the mature free industrial zone at Bayan Lepas, and the newer mainland corridor at Batu Kawan. Both work, but they solve different problems.
Bayan Lepas wins on ecosystem. Suppliers, calibration houses, freight forwarders and the airport all sit within a fifteen minute radius, and the labour pool is already trained on cleanroom and precision assembly work. The trade-off is price and scarcity: quoted rentals for detached factories with meaningful power headroom now sit between RM 2.20 and RM 2.80 psf per month, and vacancies rarely stay open for a full quarter.
Batu Kawan wins on scale and cost. Parcels above 100,000 sq ft are still obtainable, new builds can be specified to 2,000 kVA and above, and the Second Bridge places the island within a thirty minute drive outside peak hours. Occupiers should budget for a longer fit-out runway and confirm substation lead times with the utility before committing.
Our practical rule: if your process depends on daily supplier interaction and airfreight, stay on the island. If you need power, land and a twenty year runway, look at the mainland and lock in the parcel early.
